Actually, @ level 40 you will be able to purchase the ability to have dual specs for @ $1k gold... it seems like a lot of cash at low level, but you'll be able to get there! A lot of mages have a frost build for PvP and an arcane or fire build for PvE at level 80.
For now though, my advice would be to continue on with frost for ease of leveling and to then start playing with an arcane build when you are able to get the dual specs. If you can't afford it until the mid-70's, no worries! In my opinion, you will get most of your pertinent instancing experience in those level dungeons anyway.
